can't get over 2800 rpms. timing???

I have a 1982 75 hp motor. type IV ignition. when i got the boat, it ran pretty bad most of the time. every once in a while it would "catch" and run like a scalded ape but never over 2800 rpms.. tore the carbs apart and found junk in two of them. cleaned up the carbs, replaced the fuel line (from the pump to the carbs). set up motor according to seloc manual. she now cranks right up and idles right at 750 rpms. jumps right out of the water, but for the life of me, she wont go over 2800 rpms. the setup seems to be perfect, except i have noticed one thing that throws me. the distributer rotates with the throttle right up to almost full throttle, the stops and starts back in the oppisite direction. i'm a dumb ol country boy, but that dont look right. if i push the throttle all the way while on the water, she has a real throaty sound and rpms fall off to about 2400 rpms, ease back on the throttle and she perks right back up to 2800 rpms. shows 155/150/155 on compression check. new plugs. i have'nt ruled out a fuel problem, but she doesnt jump or hesitate at 2800 rpm. the tdc marks on the flywheel correspond with cyl 1 tdc. have used multimeter to statically set timing at 32' btdc at wot. is there a better way to setup the timing? that getting on the water and setting it dont appeal to me, but if thats the best way I'll do it. my gut tells me its a timing issue related to the distributer??? maybe i cant see the forest for the trees. by the way, i have really gotten a lot of useful information off of this site. thanks to all that will contribute.

Hello Tom and welcome to Iboats. I cant answer your question about the timing issue but I would look into getting the fuel pump rebuilt. If you had all that gunk in your carbs you fuel pump cant be much better. You should replace a minimum the fuel pump diaphram and see if that improves the situation. If not replace the fuel seats and gaskets in the fuel pump. I hope someone with the electrical expertise can help you with the distributer issue.
