cant get WOT

hey guys took boat out today 13' whaler with a 86 mercury 35hp, i rebuilt the carb new plugs all ok took it out when shifting in neutral it will rev all the way up not sure of rpms but when i put it in gear it will only go up to about 6 knots it bogs a little but will not get on plane any help would be great thanks in advance

Did it plane out ok before carb work? Prop size, condition?

i had sum carb problems end of last season carb was rebuilt not sure if timing and sync have anything to do with it, but like i said earlier it throttles up fine when in neutral but when in gear i get nothing butterfly is opening all the way up its just not going anywhere, prop is right size nothing changed there
