Can't keep our boat a steady speed!?

I have a ski/bass boat with a mercury 150
Great boat, and makes sweet wakes.

My only problem with this boat is, when I reach the ideal speed around (15-20) the boat will do one of two things, the boat will sputter and slow down, or accelerate.

I looked at the motor and saw the two 'arms' to the corroborator, low and high speed, and I also saw when I get to around 20 the low speed kicks off and transits to the high speed causing the sputter, so I put on some more ballast, this helped the sputter, but the boat still has a continuous acceleration until it reaches around 30-40 mph; at this point the wakes go away and I'm all of a sudden on a wild ride.

Anything I can do about this?

I would go and post this question in the outboard section. It may be as simple as a carburetor cleaning/adjustment. My 28hp Evinrude on our pontoon has a similar issue and I just had to adjust a mixture screw to make it run right.
