Can't keep our boat a steady speed!?

I have a ski/bass boat with a mercury 150
Great boat, and makes sweet wakes.

My only problem with this boat is, when I reach the ideal speed around (15-20) the boat will do one of two things, the boat will sputter and slow down, or accelerate.

I looked at the motor and saw the two 'arms' to the corroborator, low and high speed, and I also saw when I get to around 20 the low speed kicks off and transits to the high speed causing the sputter, so I put on some more ballast, this helped the sputter, but the boat still has a continuous acceleration until it reaches around 30-40 mph; at this point the wakes go away and I'm all of a sudden on a wild ride.

Anything I can do about this?

Planing Boats are not like cars, there are some speeds they can't maintain, with a given powerplant, load and prop. If you put on a lower pitch prop, you may gain the necessary RPM and power necessary to stay at that speed.
