Can't tilt motor up

I have a 1995 70 hp Johnson with electric trim and tilt. I disconnected the controls so I cannot tilt the motor. I unscrewed the manual release on the starboard side of the engine and the motor tilted all the way down. When I try to lift it up I am met with a bunch of resistance.

What could cause the motor to easily tilt down but make it impossible to tilt up?

It is not a weight issue, I am lifting it with a portapower, but I am afraid of breaking something.

Don't think so, I ended up hooking up a battery to tilt it up.

My question is, what does reverse have to do with it ? It's a power t/t unit, not a manual tilt.

Anyone have a clue why the manual release only lets me lower the motor not raise it? I hooked up a battery to get around this situation, but I need to figure out a solution.
