. Likely the trim limit switch circuit, either wires or switch. Go to the stern and locate two black wires coming through the transom that go into two connectors, one with a purple/white wire and one with two blue/white wires. Unplug and jumper between the connectors, try the trim. If it works then bad trim limit circuit. Go to the port side of the gimbal ring and take a look. If the wires look good, many times the switch can be removed and taken apart and cleaned up. Mark everything well so you can get it back together right. Good luck.
