carb adjustment?

yr 2000 90 h yamaha

had carbs cleaned and a few weeks later the motor would not idle in neutral.
it runs fine at all other speeds
changed the plugs and the bottom plug looked oily, the middle plug looked kind of damp and the top plug looked dry.

is there a simple adjustment for each carb?
seems like the lower carb is running rich

The idle adjustment screw (on the top, starboard side of the carbs) should be around 1 1/2 turns out.

if you're refering to the screw that adjusts the the idle by moving the throttle arms in series i tried that
it would just bring up the rpms to an unsafe shifting speed
must be somthing else

Im refering to the screws (one on each carb) air adjust screws. Set those at 11/2 out. Then back your idle screw out till it does not touch the linkage and sync them by making sure the top and bottom carbare all the way closed, ( those adjustments are left handed) simply loosen them and hold the carb closed and retighten them.
