Carb adjustments

After an hour of trying I managed to get the 4.5hp ted williams air cooled outboard (early 1970s tecumesh powerhead) I picked up at a yard sale started. It only runs with full choke at full throttle. I have tried adjusting the lean/rich screw but cannot get the engine to run at low rpm -- it just stalls out. Could the issue be related to the membrane that I did not reinstall when I took apart and cleaned the carb? Where the fuel intake meets the carb there is a rubber gasket (which I replaced) and some sort of a fiber gasket. I removed the fiber gasket because I was not getting any fuel to the cylinder. Any suggestions welcome. Thank you.
