Carb. Float Bowls not filling when manually primed

I own a 2001 75 horsepower mercury engine. The problem I am having is the 4 carb. float bowls do not rill with gas when the manual prime pump is pumped and hard. Any help with this issue is appreciated.

How long has it been sense you rebuilt your carbs, sounds like the floats are stuck shut.
