Carb flooding after rebuild

Took the boat out for the first time this season, 1979 chrysler 140 hpI rebuild the carbs over the winter because the motor wasn't running right. It ran well all the way up at full throttle but it was struggling in the lower rpms. I noticed my bottom carb was pouring gas out of the tube that goes from the float bowl up to the idle needle. How do I fix this?

The float is adjusted wrong or stuck.You could try tapping carefully on the gas in boss on the carb.Something like a box end wrench or tiny hammer.
Don't get carried away.

I adjusted the carb so when it was upside down(needle shut), the float would be parallel to the carb body.

Should I make it so it takes slightly less than parallel to close the needle?

What would cause a sticking float? I replaced the hinge pin.
