Carb fuel flood

I have a Johnson 1988, 2 cylnder, 2 cycle, 2.5 (3)horsepower outboard, Model J3RCCM. When fuel is opened gas pours into carb and floods out. By adjusting fuel open/shut valve to close to closed position , can allow engine to run rough for awhile. Upon inspecting carb, I notice 2 small holes above and to each side of the carb. throat. One of the small holes has a brass plug with small hole in it, the hole to the upper right(if looking straight at carb. from front)is open and has no brass plug and this hole , when opening the gas, seems to fill quickly with fuel and overflows into carb throat and all over the place.

Pneff.... The float needle valve is either faulty or stuck in the open position. Remove the float chamber and clean that float needle valve. If that corrects the problem, fine. If not, remove, clean, and rebuild the carburetor.
