Carb/High RPM

I have a 1971 55HP Chrysler. It is 2 cylinders and 1 carb. I finally got the head right. (I hope) No water leaking from plugs, cylinders are dry after running. But now, when started the engine revs very high and with the throttle I could not lower it. I tried manually and it was already low. Carb was stuck on high. I shut it down. Tapped the carb a couple of time and restarted and it started on low rev (rpm). Seems something was stuck in carb. Now I recently put in a thread in this forum about fuel bubbling from hole on top of carb facing starboard. Was told I need to clean needle and seat or get new one. Now I am wondering, Do I need to just replace needle and seat? Or do I need to completely rebuild carb?

Try disassembling the carb and cleaning everything. Spray the butterfly shaft with WD40 and use it to clean all the other parts. It dissolves this kind of varnish almost immediately in most cases and stubborn cases only need a little scrubbing.

BTW: Is it possible that the "thumping" was due to water shorting the plugs?

Will I need a new gasket set, or any type of new gasket?
