carb jets on a 1983-70hp rude

This thing is driving me crazy. I soaked the carbs and rebuilt them. I have had it off several times. Great spark and compression, timed , link and sync ect. I am wondering if I maybe got the jets mixed up? This has three jets, top=idle, intermediate. side jet says idle, I know where the bottom jet goes. I notice the top jet is a lot smaller than the side jet, even though the side jet is just sopposed to be for idle while the top jet is for intermediate. I hope I put this into words that you can understand. Can some one tell me which jets go where? I'm at my wits end here. I have to drive 35 miles just to get it in the water to test it. I would sure like to get it fixed. The world record blue catfish was just caught right where I fish and I really need to get out there to get his daddy. Usual story, runs great on muffs falls on its face when in gear.

I feel your pain. I have a 1983 75hp evinrude. This motor is new to me. When I open up my carbs there is only the high speed jet. My question is... do I need to have 2 or 3 jets in each carb. Also, if I only need 2 jets then which of the 3 locations do I use them?
