The parts breakdown shows a picture of one carburator (the upper or lower, I'm not sure)they're both the same right? My question is: it lists a carb kit, is this for just one set of carbs or both?

Both individual and motor qty sets are available. Be sure to be specific when you order. If you post the number here, I'm certain someone will have the description and an answer to you shortly.
Good Luck.

Re: Carb kit for '78 Johnson 140hp

I have an OEM manual with separate parts catalog. The carb repair kit is listed as #383906. My wife works in a NAPA store and I have access to marine parts through her. I don't know what brand the carb kit is, but everything else I've gotten through her has been Sierra - NAPA part # is 18-7046. They also offer in association with the kit a "needle and seat". I don't see this on the parts breakdown I have. Is there another name and is it something I will need in rebuilding my carbs. (Motor runs great once it starts and is running, idle and starting is poor) Does 5900 -6000 rpm at WOT sound right? That's what my tach showed when I had it out this weekend. Sorry for the long post!!

Those revs seem a little high, IIRC. I've got a '78 150 HP Johnson that's supposed to be between 4500 and 5500 at WOT. HTH.

In the kit are the float valve seat, float valve, and gasket. OMC manuals call it the float valve assembly: Needle = float valve; seat = float valve seat.

You need two kits.
