Carb leaking fuel on 115hp Inline Six

This question is in regard to a 1988 115 hp In-line 6 cylinder "Tower of Power"

What would make the middle carb leak gas (alot of gas) out of the front lip when running at idle? I assume a complete carb rebuild is in my future? Would bad reeds cause this condition or is it definately the carb?

I also noticed that when squeezing the bulb causes fuel to squirt out of the side of the center carb....is that normal or a problem?
