Carb Linkage Adjustment

I have an 89' 2.3L OMC with the 2GC Rochester Carb.
I have gone through the steps to check and verify my remote cable and shift cable adjustments. I wasn't inpressed with the shift cable steps everything seems loose and worn some.
Anyways, I am trying to adjust my Carb Linkage cable and I can not get the exact measurement of 2 3/32 center to center for the linkage.
I have the OMC manual and have read it many times. The best I can get is 1.826 when it should be 2.093, so I am a little over .26 from getting the center to center measurement.
The reason I am messing with it in the first place is two fold:
1) I just like messing with stuff
2) I can not seem to get the idle set right. As in right now the idle screw is not even touching the idle stop and I am still idleing at about 1200rpms.
Is there something I am missing and/or could the OMC manual measurement be wrong ( I hope not its the factory manual)?

Assuming (May the boating gods forgive me for saying that) that you are talking about the throttle cable and not the shift cable. Adjust the cable so the cable (when in neutral) puts a slight preload on the carb linkage idle adjustment screw.
