Carb operation - '55 7.5 Evinrude

Trying to put carb back together. Does anyone know how the throttle and choke valves work? When choke knob is pulled out, are both valves closed or is choke valve closed with throttle valve open?

Any pics showing throttle shaft and throttle spring area where choke rod connects?
