carb problem?

I have a 1988 mercruiser 3.0L with an alpha 1 outdrive.
I'm actually having 2 problems and I think they might be related.
The first problem is when the engine is cold it starts fine and runs good. When I anchor to fish and cut off the engine it's difficult to restart the engine. Once it restarts the engine runs fine.
The second problem I'm having is while running the engine sounds great, but as it warms up to normal operating temp the rpm's drop to around 1500 and even at full throttle will not increase.
I was told this may be a carb. problem where the engine is running on the choke circuit(it has an electric choke) and when the engine warms up the choke cuts off starving the engine of fuel and a carb rebuild was recommended(It has a 2 barrel mercarb model 1389-9562).
If this is indeed a carb problem is a rebuild necessary or is it something to do with the choke?
Any help on these problems would be greatly appreciated.
thanks
Brian

Re: carb problem?

Sounds like a carb issue on both fronts...Suggest using a tie wrap to temporariy afix the choke open and see if that does the job...Although it maybe a little more ragid starting you may find your day of fishing much more enjoyable..You may find that your motor starts w/o any choke at all...At least during the moderate temperatures of spring/summer.
