Carb problem

Hi, I bought a 1949 Mercury five horse KF5 super 5. It is my first motor to play with. I took the carb off, and cleaned it. But I could not get the float to come up out of the float chamber. It will come up about five sixteenth of an inch, and stops. I don't want to pull on it and break something. Can someone tell me how the float comes up out of there.?
I cleaned the carb and put it all back together. But when I turned the gas on. It leaked gas out around the gasket at the top of the float chamber. I would think that the float valve is not shutting off or the float is not floating. Can anyone help me.? All ideas will be very much appreciated. Fred
