carb problems 8hp evinrude

I'm working on a 8hp evinrude that I believe is a 1980's model. It has a "primer or squirter" in place of a regular choke action as near as I can tell. This pull knob is external. A couple of questions: What's the significance of the markings that are on the cover related to this "primer'? It seems to run better with the knob fully pulled out. Doesn't seem to me that should be right. Question 2: How many turns out should I adjust the needle that is behind the airhorn for a starting place for adjustment?<br />And lastly: The mixture says 100:1 which is what I mixed but I've read on the forum to try 50:1. Will it help the "squiter" posistioning? Maybe it's related? The engine seems to run better now after I replaced a rotten fuel line that was inside the float bowl but I'm a little confused about the "squiter". Also: On the tiller handle is a kill button. Right behind that you can turn a knob. Is this adjusting anything? I haven't picked up a owners of service manual yet so any help will be appreciated and thanks in advance.
