You need to verify the needle valve and its seat making sure it closes at correct level with the float. Have you installed a clear fuel filter between the fuel pump and carb intake? It is the best $5 upgrade you can do which will make you troubleshooting very easy. The primer bulb doesn't necessarily need to get hard instead it could just be a little firm to indicate the floats has pushed the needle valve to against its seat. I say install the clear filter first to see if the fuel pump is not pumping enough fuel due to suction leaks or if the carbs needs adjustment.

If your squezzin the bulb and it's running out of the carbs???
The carbs are upside down :) or the floats not adjusted or the needle/seat has something blocking it??
You have the manual?
Even the Clymer manual covers the float settings.
They must be set level when inverted.
The drop when right side up.Is almost touching the post.
Like Jiggs suggested, a filter between the carb and the pump is a MUST!!!
Wally World, G-2 or G-12.
