carb quest on evinrude 15

i recently acquired a e15el4eeb motor.was checking it out and was wondering why on the carb.part number 5000278 — COVER, ACCELERATOR PUMp.there are no hoses coming off these?and also on the primer system cover there are 2 hoses on it one goes to carb and the other is blocked off?any help is appreciated.i will be going to buy a manual but right now i dont have one,so please bear with me.thank you

My manual is not clear on this. However I can say that your motor is a 1999 model and the drawings can be accessed at **********.
The primer and the accelerator pump should have hoses but I don't know the routing.
