carb question

i took off my carbs and i noticed one float can be pushed towards the carb a bit as the needle is keeping it up and the other carb the float has no movement that way the float isnt touching the needle is that how its suppose to be? or are they suppose to be the same and which way should they be?

its off a 65hp merc blue band not sure on the year

both floats should move freely - something is binding - and you shouldnt push the floats against the needle spring -it could change the float height adjustment .

the floats do move freely just one sits on the spring and the other on doesnt
