carb. question

I just bought a 1973 evenrude 18 horse. Some one has taken the rod off of the rich lean mix nobthat sticks out by the controls. Wher is a good place to start with the setting? Thanks for any help i rebuild transmissions but this is my first boat.

and i have almost have a 1/4 turn slop in my propeller when in gear is this normal?
