Carb rebuild "float height"

Hi,

I've got a '94 20HP Evinrude. When setting the float height using the omc float gauge, should the entire "bottom" surface be in contact with the gauge..or just the edge furthest away from the hinge/valve?

I guess what I'm asking is should the entire float be parallel with the gasket surface?

This is my first rebuild & I just want to get it right.
