carb rebuild

I have a 1976 evinrude 115. Took off carbs today and gonna soak them even though the look fine. My question is that in my kit there are two roun cap type looking things what are they??Where do they go. Is there some type of plug that comes out and is in important to change?????

Sounds like idle jet plugs. Different sizes are for different runs of the carbs, just discard the size that does not fit your carb. No, it's not absolutely necessary to replace the original plug, unless the original plug is leaking. This plug must be inserted convex side up (crown up) and then flattened with a flat faced punch to effect an air tight seal. You can remove the idle mixture screw, good time to inspect the packing washers too, and spray into the needle seat with carb cleaner.<br /><br />It's important to soak and /or spray carb internals with carb spray, followed with compressed air. Replace float needle valve, adjust float as needed and replace gaskets etc. Make basic needle adjustments for low and high speed settings and you should be good to go.

Remember to remove all plastic parts before soaking.

I took the carbs apart all except the plugs. I was told by a local that they dont remove them when they rebuild. I left the jets in soaked, The carb actually looked good when i took them off. I got them back together. Put them on and I am still getting a power surge, All cylinders appear to be firing. How do I make a needle adjustment???
