1995 70hp evinrude. 3 carbs. Should the needle seat before the spring compresses? I was doing the "tighten then back off one and a half turns" to start with. do i just tighten it untill the spring compresses completly then back it off?

Not sure of your motor but I believe the spring is to hold tension on the needle at all times so that the needle does not viberate out of adjustment. It should be compressing very early as you start screwing the needle in. Twist gently until it stops. Then back out 1.5 turns.

you should be bottoming out on the needle before you bottom out on the spring!!

if not something is wrong...maybe the needles have been turned and or recut in the past.
