Carb Valve won't stay open

Hi
I'm having issues with my 1988 Merc 3.0 carb..I think that the carb valve (butterfly valve?) is not staying open. I'm using a quicksilver Throttle control, and I think that it's missing a link to the Carb to hold it open so it doesn't choke it out.
What is this piece called?
I'm not a mechanic by any means so if you think it might be something else please say so.

post some pics, usually the elec choke element does the opening and closing.

Start the engine up, the choke plate should slowly open as the engine warms up. Normally takes between 5 and 10 minutes for choke plate to fully open.
