Is anyone still making and selling new ('06 model year) carbureted 2-stroke engines in the 75 to 175HP range?

I didn't see any at all in the 2006 Mercury catalog. The little 9.8HP electric start Mercs were pretty sweet little trollers at one time; they came with a thermostat. Kinda wish I'd bought another one before they were discontinued.

If their website is correct, Johnson appears to offer a full lineup in that power range. Are carbed '06 Johnsons still readily available?

How about Yamaha and Suzuki?

I thought the carbed 2-strokes were killed in 2006 due to a government mandate. Am I wrong?

Johnson still shows 90, 115, 150, and 175 HP on their web site.

California regulates emissions, but not engine technology...heard rumors of other states and the feds doing similar. If you can make a carb 2-stroke that meets the standards, you can sell it.

Yep, you have been obviously misinformed.

The EPA 2006 regulations only apply to motor manufacturers and only to their average emissions of their whole outboard lineup which has to be 75% less than the 1996 corporate emission average.

No type of engine is "outlawed".

Most Internet postings and many boating publications for years have spread misconceptions of the EPA regulations, and those misconceptions have been repeated over and over by folks who never bothered to do any research into the emission regulations which do not apply to inividual outboards..

True about all the misinformation, but as a general statement one could say that carbed 2-strokes are certainly nearing their end of their life as a technology.
