Re: carbs cleaned

Pull out on the control handle (or push little button in at the center) and push control forward. That is WOT.

Re: carbs cleaned

final adjustments need to be made with the motor running, in the water.

Re: carbs cleaned

WOT is not when the handle is pulled out and pushed forward. This position is the fast idle for cold start.

Go back to the Clymer manual and start over. Start from where you remove the cable and align the two marks on the carb pickup with the throttle bellcrank. Don't cut any corners and take your time.

Now, that said, rigging the carb/timing sync does not affect forward or reverse. Shifting is controlled by the other cable that runs next to the trottle cable. It sounds like somehow you misadjusted this as, with the engine off, you should be able to move the throttle lever from WOT forward to Reverse with no problem.
