Carbs will not use fuel in bowl

Got a mercury tracker 40 HP ser# 0g465514 outboard that i rebuilt both carbs on (look like wma 9) due to a fuel starvation problem. So far i have rebuilt fuel pump, replaced filter, bulb and hoses, soaked/cleaned/rebuilt both carbs. Carbs refuse to use any fuel in bowl. If i spray fuel into both carbs, engine runs fine as long as i spray; i have tried to direct feed carbs from a spare fuel can also. No matter what carbs never use any fuel from bowl just what the choke pushes in or what is sprayed in. Floats are set corectly and have verified bowls are full, neddle shuts off when full opens when low. Any help would be greatly appreciated as i have no other ideas to try.

Sounds like the carbs are still dirty. Did you soak and pressed air through all the orifices. them when you rebuilt them?

The onlyy thing i have not done was seal anything on carbs as manual did not state anything on any gaskets or main jet only threadlock on flappers and side disks. Wasn't sure if it was supposed to be more of a sealed system system to force the fuel up. Twice i have cleaned them with no luck, was pretty sure they are clean.

Is there a boost venturi in each carburetor ?----Plastic parts must be removed before soaking in some cleaners.

Never soaked the ventury just the metal pieces. And replaced both of them with new ones.

Something is wrong here.----Are you sure there is fuel in the bowls ?---How did you check for this ?

I can also feed engine from enrichment valve which is getting fuel from Top carburetor Bowl

Are you sure there is no low speed mixture adjustment ?-----Have you identified the fixed high speed jet and are they clean ?
