Carbuerator issue

I have an 88 omc 5.0 litre, with a Rochester Quadra-jet 4 bbl. it doesnt idle down or run smooth. When tesring down and rebuilding it there is one venturi tube that was plugged by what appears as solder and the other is open. Are both of ther tubes supposed to be plugged?? any help would be appreciated

I don't do rochesters, but I know it ain't supposed to have that particular feature....
