Center Stringer in the bilge?

I posted about this in an earlier thread, but figured I should post about this particular item in its own thread. In the middle of my 1970 Sportcraft C-Eagle, laid a like 2x3 stringer (which was rotten) This does not make much sense to me as to why there is wood in the bilge, and if it is needed for reconstruction as having a wooden stringer in the bilge seems ridiculous.

If it was there to begin with, I'd put it back. Somebody once thought it was important to be there when they designed the boat. Wrapping it up waterproof with fiberglass will keep it from rotting again.

Its 40 yrs old, so its due.
You can buy composite stringers but they cost a lot more.
Just use PT , dry it first. Glass and resin to seal.
