Changing brown to yellow

Need some help as to how I can do this, The Brown seems to be a kind of acrylic enamel. It was not done correctly as there are spots where you can see the original red. Do I have to sand it down to the red or can I sand and then repaint?

Ayuh,... Then how are ya applin' the paint,..??

Just sand it Smooth, 'n repaint it,... No reason to remove good solid paint...

The Paint you use will determine the methods for prep. If you want an inexpensive but reasonably durable paint job you can use Valspar's Tractor Paint. It's Oil Based Alkyd Enamel and comes with a hardener that enhances the gloss and speeds the cure time. I used it on my boat and loved it. Prep for it would be to sand what you have with 120 and then 180 and finish with 220. Prime with the Valspar primer and then Shoot the final color coats. Details can be found in the last link in my signature below. Other paints will have different prep details.
