changing fuel pump and water impeller

I have been told
change fuel/oil pump every 10 years and impeller every year...?
How difficult is it for a newcomer to boats, to change them himself, instead of paying the $700-00 quoted

You don't need to change the oil/fuel pump unless it fails at which time you will get an alarm. You don't need to change the water pump impeller every year although it does no harm to do so. How much the boat is used and the kind of water the boat runs in has a bearing on how often the impeller should be changed. If you are running in dirty, silty water all the time it is probably a good idea to change it annually. In fresh water every couple of years or more is ok -- again that's based on very average use. the impeller is easy to replace (use a service manual) and parts are inexpensive.
