yes. impellers are a regular maintenance thing. still could be other things though. bad thermostat, restricted water flow, bad circulation pump (but probably not.) since it's easy as heck to change, and should be done every 2 years or so, try the impeller. also make sure you take a good look at the housing. most kits come with the metal housing that should be changed out as well.
just pull the three bolts out of the outdrive to remove the plastic cover. inside you will find the raw water pump. remove the 3 bolts holding it on. make sure you note the direction the impeller fins are turning and put the new impeller in the same way. before you do, at least check the metal housing inside. if the kit comes with one, change it anyway. it should just pull out. also, look at the plate that should be stuck in the outdrive. if it is worn or has grooves, you can actually remove it and flip it over, as long as the other side can be cleaned up. if not, you will need a new one also with a new gasket.
if it's not it, them come back and someone else might have something more specific to check. gl
