changing water pressure valve on 1989 mariner

Can I change the water pressure valve and poppet<br />valve without having to remove the lower cowel?<br />How is the cowel removed?<br />thanks

Wait, you have th 200hp Mariner. <br /><br />Do you have the clam type top cowl.. Or is it a one piece design?
