The charge coil generates the electricity that is used to fire the spark plugs. The two wires you ask about conduct that electricity to the power pack. Within the power pack, that electricity is stored in a capacitor until it is time to fire a spark plug. So, it is called a "charge" coil because it charges the capacitor in the power pack. There are two wires for the same reason a lamp cord has two wires. In order for electricity to do any work, it must return to the source through a second wire.
