I have a 75 4 stroke mercury outboard . Doesn't seem to be charging , I've tried with the basics first installed a new battery cleaned all connections still no charge . With engine running in all rpm ranges My multi meter shows 12.35 to 12.40 volts . What should I be charging at ? Does anybody know what type of continuity I should have on the green wires coming out of the regulator? Or where I can find info on checking regulator and stator for this engine

Who or where can I find a decent manual for Mercury 4 strokes?

The engine has Mercury written on the side of it. Mercury also has a service manual specifically for that engine. So Mercury would be the place to get the best manual. There are other aftermarket manuals (Clymer and Seloc) but they are not of the same quality and detail as the OEM manual. You might check E-bay as well.
