Checking plugs for mixture?1977, 15hp Evinrude

Is this a good way to insure proper mixture. I recently rebuilt the carb and dont want to run it lean. After runnung the plugs both look a little damp.
( as if I dipped ththem in gas and tapped all the excess liquid off of them (only a bit damp)
Also maybe you could help me find the high speed jet/needle. The only one I saw ,I was told was the low speed mixture needle( up top )

the high speed jet is a fixed jet, behind the deep behind the drain plug, at the bottom front of the bowl. if you did not remove it, you only 1/2 cleaned the carb.
