checking the rectifier on 1992 150 evinrude spitfire

How can you check to make sure that the rectifier is bad with a voltage meter? ( I only have the cheap harbor freight one) this is what I found so far. the red had power no matter what and the purple wire only has power with the ignition is on and the gray wire doesn't but haven't done the test yet with the motor running. I just know that the batteries aren't being charged. $264 dollars is just the cost alone for the rectifier. I was told most likely its that. my tack has always been weird since I have had the boat. he said it may fix that as well. it works fine in idle but drops to zero when you apply throttle. I just gave up trying to find that cause and it didn't effect my use of the boat. been doing that for 3 years.lol I even replaced it with a new tack. any help would be appreciated.
