choke problems

75 hp Johnson runs great BUT the choke seems to be stuck in the on position. When I got this boat the plunger was dangling so I put it back in and it would hardly run at all. Took it out and it runs good. It was okay during the summer with the plunger out since I didn't need the choke but with cooler weather coming I am thinking I will be needing it as it cools more.
Anyone have any ideas how to check it or to fix it so the choke is not on all the time?
If you are wondering if the ignition is in the "pushed in" position, it is not. I can still push the key in and it pops back out so I know that isn't stuck.
I am attaching a photo of the choke if that is any help.

remove the air silencer, the first set of butterflies, are the choke plates, there is also a service bulletin to rewire the choke solenoid. F_R know more about that. choke off the butterflies should be horizonal, on closed all the way. there should be a manual control for the choke.

Check the voltage at the wire going to the solenoid. Should be zero with key turned on but not pushed in. Should be 12v with key pushed in.

Also, is the spring in the solenoid bore?

spring? There is supposed to be a spring in the bore? I didn't know there was supposed to be one. I will have to check this weekend when I go out to the boat again. I don't recall feeling one when I dropped the plunger into the bore but I could be wrong. Again, I will have to check.
Thanks for the replies. Anyone else want to weigh in on this one? I'm all ears, well eyes, but you get the idea....

TD also mentioned the manual choke , on the port side above the carbs. To adjust the choke solenoid, close the choke valves with that manual lever. Loosen the clamp screws (2), Hold the plunger to the bottom of the solenoid and slide the assembly aft to remove any slack in the linkage between the plunger and choke lever. Move solenoid (only) aft .016 of an inch and tighten the clamp screws.The slot in the plunger must face starboard with the link loops facing up.
