Choke solenoid for 85 hp 1986 Force

Hi I have a 85 hp 1986 Force outboard and I am noticing that the choke solenoid does not move when I turn the key when is it supposed to move? also I only see one wire going to the solenoid. Is that normal?

By the way we got it to start by moving the choke manualy

you push the key in to engage the choke. Not turn it
