Sounds like you are not getting fuel to carburators...Take plastic cover off fuel pump and clean screen...pump primer bulb in fuel line make sure fuel is getting to fuel pump...if not the problem is between there and the tank. If good than replace screen and cover...remove fuel line to carbs and turn motor over(being careful not to start fire)...if fuel is pumped out I would suspect a problem with carburator float valves stuck(not likely since there are 3 of them). Also if all seem ok I would take some mixed fuel in a squeeze bottle and squirt some down the carb throats while trying to start...that should make it fire. First of all make sure the choke works when you push the key in...let us know what you find...just some Thoughts

Put brand new carbs on,I can see the fuel going to carbs, cleaned filter allready thats when i saw the rust from my inboard gas tank "put a new tank and im using that now"Only other thing I did was hook up a tach and a radio Took the tach off thinking that I was shorting out the ing or that it has "bad" and shorting out, also unhooked radio but still the same thing turns over nice "wants to start" but just doesnt, kinda funny that i took it to have the transom fixxed and now it doesnt run !!!!!!!Wondering if they might have unhooked something or broke something without knowing it.Also would the ign pack be shorting out?Maybe it got craked when they took the eng off?Still trying to figure out what they could have done for it not to start now anyways let me know what you think and plz respond ty you for taking the time to help me out :D

Not to be a smart alec but you say you have spark and gas and it doesnt run.Doesnt make
sense. If its flooding the plugs will be wet and not likely to be all the carbs.Try 101s idea but try wd40 as a starting fluid it works like starting fluid but has more lubricant. If it starts
on wd40 then you have a problem with the carbs or
the chokes.Assuming you are right about getting gas.Are the chokes operating?
Are you sure about spark? Most motors have a kill switch and ignition switch. They work oppisite of
regular switches. They need to be open to run, closed to stop.
