cleat install on 1979 15" whaler sport

I want to add 4 cleats to my stock 15'3" boston whaler center console. The problem is there is no way to access the inside of the hull to bolt them through with large washers. Any ideas on a way to mount them? I don't know if there is any wood to screw to in the locations I'm looking to mount them.

A couple of ideas . . .

1) drill an access hole(s) on the inside of the hull to install the hardware, then patch & finish the access holes.

2) use stainless steel toggle bolts for a 'blind' installation. Not sure how strong they would be for a cleat though . . . .

Yup ^^^^ Whalers are a totally foam filled hull with little to NO wood. These MIGHT work but not sure. They're the best deck anchors for boats.
