Ground is the engine block, the ground bus on the fuse panel, ground terminal on any of the gauges, and ultimately the NEG terminal on the battery. You don't have a bad ground, and you don't have any shorts. The 12V feed to the clock is apparently fed from an incorrect source. It should be fed by a source that is not interrupted momentarily when the key is turned to the START position. Next time you start the engine, watch the other gauges as the key is turned to RUN. They and the clock should power up. Then watch as the key is turned to START. If the gauges drop while starting the engine you have found the problem. You need to reroute the clock power from a constant power source (such as the boat harness rather than the engine harness).
