Clymer manual translation please

Refering to tightening the bolts on a TR carb 12-16in-lbs (1.3-1.8 N.m)/ 1992 evinrude 40/ Question-what does TR stand for and what is (1.3-1.8 N.m) talking about?

N.m is Newton/meters, I'm drawing a blank on TR.

Whatever it refers to, I haven't torqued a bolt or screw on a carburetor ever. Frankly, I wouldn't be concerned about it.
