If the spindle, hub and bearings are in good shape and tightly mounted to the frame than I'd look at the condition of the axle itself and the rest of the trailer to make sure there is no unseen damage compromising it's rigidity.

The bearings can look "good", but might be worn. is there any side to side movement with the trailer jacked up?

Could be your axel lost it's spring. Do you have a solid bar axel or steel tube axel? Take a look at snowmobile trailers, utility trailers, boat trailers etc with solid bar axels. When those trailers are unloaded the center of the axel will look like it's bent up and the tops of the tires might even be tilted out. Now load the trailer, the center of the axel will likely look almost straight and the tires will be straight up and down. Maybe your axel is getting tired.
Oh, if you free spin most tires they will look like they are going up and down some. No tire is a perfect circle. The main thing is that your rim IS a perfect circle.
