Cobra stearn drive

I have a 1987 Concord Mach 2, 21 1/2 ft. runabout With a 5.7L, 160 HP engine with an OMC cobra stearn drive Model# 984543 Ser. # TO498614. I am trying to fill the stearn drive with oil. I have been told to fill from the bottom plug until it runs out of the side plug which is approx. 12 inches above the lower plug. Is this true? The reason i am asking Is, because it has a screw out dip stick on top of the stearn drive for the upper gear box but when i start filling the upper gear box it runs down into the lower unit, Is this a problem or is it supposed to run all the way through from the upper gear box into the lower unit?????

Fill from lower plug, until it reaches the the dipstick in the top, run engine for about 10 minutes, recheck level with dipstick. The method you have will toast a 1400.00 set of gears.
