Cold Engine Idle RPM?

Well I did my first sync and carb cleaning today. Seems like the motor is running a little better on the water hose. My question is 1400rpm on a cold motor to high? Is there a fix to this? I let it run on the hose for several minutes with no change.

Don't use the hose to check idle, the idle will drop once in the lake/river/ocean.
